According to Axios, the paid version of OpenAI’s ChatGPT tool, ChatGPT Plus, is the only authorized version for use by the congressional staff. The $20 monthly subscription gives access to the powerful GPT-4 and the default GPT-3.5.
With the Committee on House Administration provisionally authorizing ChatGPT Plus under certain conditions, staffers are restricted to use non-sensitive data and already-public text. Furthermore, to maintain privacy, specific settings such as enabling two-factor authentication and disabling chat history and training must be employed.
OpenAI had introduced new privacy features in April to mitigate concerns. As a result, Italy, which had previously banned ChatGPT, reversed its decision. Despite OpenAI’s effort, companies like Apple and Samsung maintain strict prohibitions against the use of ChatGPT for their corporate business activities.
The House’s caution is understandable but also sweeps aside potential benefits of AI tools. Current limitations mean that ChatGPT is not authorized to be integrated into regular workflows, which might impede the adoption of AI-powered advancements in the legislative process.
As AI technology gains traction and becomes increasingly important in our digital era, the establishment of a regulatory framework for AI applications is necessary. A recent bipartisan bill, H.R.4223, proposes the formation of a 20-member federal commission on artificial intelligence, consisting of government, computer science, and tech representatives. The commission’s aim would be to develop a comprehensive AI regulatory strategy.
